Thailand replaces its battery-charger TIS standard in 120 days (2026)

Three notifications in one gazette issue

The Royal Gazette of 8 September 2026 (ราชกิจจานุเบกษา, volume 143, special issue 215 ง) carried three Ministry of Industry notifications on consecutive pages. All three were signed on 7 August 2026 under section 15 of the Industrial Product Standards Act B.E. 2511, as amended by the seventh amendment of B.E. 2558.

The charger notification is the one with a clock on it. It repeals Ministry of Industry notification No. 5529 of B.E. 2562 (2019), which had established the existing battery-charger safety standard มอก. 1676-2561, and puts มอก. 60335 เล่ม 2(29)-2569 in its place. It takes effect once 120 days have elapsed from gazette publication — early January 2027.

A new standard is not a new certification duty

All three notifications establish standards under section 15 of the Industrial Product Standards Act. In Thailand, compliance is compulsory only for products designated by a separate royal decree (พระราชกฤษฎีกา), and this gazette issue does not touch that list. Reading a new standard number as a new pre-import licence requirement would be a mistake.

The reverse conclusion is equally wrong. Where a product is already subject to a mandatory standard, a change in the applicable edition affects the valid scope of test reports and what the licence records.

If you sell chargers in Thailand

In practice this notification bites in the warehouse and the sales channel, not in the laboratory.

Chargers, adapters and small powered appliances are rarely tested by the seller. The manufacturer holds the report and the มอก. mark, and the seller copies that number onto import paperwork and product listings. Which means the seller is usually the last to learn that the applicable edition has moved. If the factory does not raise it, the old number keeps being used until customs raises it instead.

The failure mode is not what most sellers expect. Listings do not come down; stock fails to arrive. Shopee, Lazada and TikTok Shop start counting dispatch time from the order, not from your supply chain. Without inventory inside Thailand you miss those windows, and cancellation rate and account health take the damage before anything else does. A customs document problem becomes a marketplace account problem.

The 120 days exist so this can be checked in advance. Start by confirming which มอก. number is attached to what you currently sell, then ask the factory what their plan is for the new edition.

What to check now

• Confirm whether the chargers and adapters you sell in Thailand carry มอก. 1676-2561, both on the listing and on the import file.
• Ask the manufacturer for their timeline against มอก. 60335 เล่ม 2(29)-2569. Whether a new report can be issued inside 120 days is the whole question.
• If you also handle circuit-breakers, start from voltage and current rating, whether the user is instructed or skilled, and whether the installation is domestic. That decides between มอก. 60947 เล่ม 2, 60898 and 60934.
• Circuit-breakers for photovoltaic DC circuits have their own Annex P. Check whether an existing report covers that scope.
• Mandatory-standard status is determined separately, by comparing the product specification against the current royal-decree list.
