Thailand drafts mandatory TIS standards for solar and storage (2026)
Panels, inverters, cables, fuses, DC breakers and storage batteries are all in the drafts. Nothing is compulsory yet — the lead time is why to start now.
Where this stands
TISI (สมอ.) has published a run of draft ministerial regulations (กฎกระทรวง) that would make solar plant equipment subject to mandatory TIS standards, and opened each for comment. Solar panels came first; the remaining five products followed two months later as a single batch.

All consultation windows have closed. The panel draft is a step ahead: on 13 August 2026 TISI published a regulatory impact analysis and a summary of the comments received. Nothing is compulsory yet — a ministerial regulation has to be promulgated with a commencement date before any obligation exists.
The exposure sits across the bill of materials, not on one line
The scope is the part to note. This is not one product but an entire chain — panels, inverters, cables, fuses, DC breakers and storage batteries. If you supply material into Thai solar projects, the exposure is likely spread across the bill of materials rather than sitting on a single line item.
For a B2B supplier that has one practical consequence: the items in a single container will not be ready at the same time. If panels are licensed but the cable and the fuses are not, the container waits for all of them. Project delivery lands on whichever item is slowest, and that item is often the cheapest one on the list.
What designation actually adds
Once a product is designated in Thailand it needs a TISI licence before import, testing at a designated laboratory, and a quality-system assessment of the overseas manufacturing plant. Each consignment is then registered in NSW at customs. That sequence routinely takes months.
The step most often missed is that the licence is issued in the importer's name. However complete the manufacturer's test file is, if no entity in Thailand can hold that licence, the import does not start. A supplier without a Thai entity has to settle that seat before designation lands — a local partner, an importer of record service, or an entity of its own.
An IEC report on its own does not satisfy Thailand, which requires testing at a designated laboratory and a factory audit. Starting after designation is confirmed makes delivery dates hard to hold.
What to do before designation
- Map the items you ship against the standard numbers above to see which would be caught. Judge by the scope clause, not by the product name.
- Check whether your existing test reports cover those editions. A different year of the same standard can mean a new test.
- Decide who will hold importer of record in Thailand. That determines who applies for the licence.
- For projects with fixed delivery dates, work backwards from the slowest item in the bill of materials.
- The panel draft has a published impact analysis, so it is furthest along. Start there.
